BROWN UPI Travel Editor NEW YORK (UPI) -Industry surveys indicate that one of four Americans who will fly overseas this year will go by charter planes at savings of up to 50 per cent under regular fares. Everyone loves a bargain. But Caveat Emptor-let the, buyer beware! There are hundreds of legit-, imate low-cost GIT (Group Inclusive Tour) flights offered to the public by reliable tour operators. But thousands of Americans have been victimized by unscrupulous fast-buck operators eager to cash in on the increasing demand for charter flights. Last year, more than 3,000 American students were left high and dry in Europe and up to 2,000 more who had paid for the trip and were waiting to go lost their money when a foreign study group organizer in the Midwest went bankrupt.

Early this year, the crackdown on illegal charters stranded 112 Americans in London 'and 183 Europeans in New York. They had to shell out the regular trans-Atlantic fare to get back hoirtfe. Now government agencies, airlines scheduled and supplementary tour operatoT5and travel agents have joined forces in an all-out campaign -against" violators of regulations governing charter flights.
